In 2008 I stepped up as Director of our graduate programs. I knew at that time that our medical school needed a focus on Homeland Security, but this was a hard sell to them. As a leader, educator, and homeland security subject matter expert I saw the need, but they did not see the connection between healthcare professionals and homeland security. To get this need noticed I worked with the university to create a Chemical Biological Radiological and Nuclear (CBRN) defense program and recruited at the medical school. This academic medical program is the only in the USA. It povides an understanding of the biological and chemical threat agent history, toxicology and medical intervention, an overview understanding of the most important biodefense and emerging infectious agents, their epidemiology, pathogenesis, animal models and medical/environmental countermeasures with reference to regulatory requirements, and presents an opportunity for students to review historical chemical and biological scenarios to evaluate means, methods, motivation, and effects of such uses. These courses greatly enhance CBRN responders’ ability to speak confidently about the full spectrum of CBRN threats, to recognize differential diagnosis, to be at the table for crisis decision-making, and to be the subject matter expert when they finish medical school and go on with their careers. The interest was so great that we were given the option to offer special rates for government and the military so their CBRN experts could received this advanced knowledge. In the last two years we have gained the ability to distance learn, opening up the content to international students by offering the program 100% online, and we have had students from Canada, New Zealand, and France. Currently the program is only for students with a bachelors degree, but I am working to change that. This year I started another course for heathcare professionnals that will have them FEMA, HERT (Hospital Emergency Response Team certified) and CERT (Civilian Emergency Response Team) certified. This class is also 100% online so I can reach a global audience.
Now that COVID is here it is easy to see the need for our healthcare professionals to have this training, but I am not able to reach enough people to have a national or international impact. The needs go beyond the pandemic, telehealth, home health equipment, epatient records, electro magnetic pulse (EMP), and cyber hacking can threaten our global safety and security.

My education area is gravely needed, especially now with COVID19. Healthcare and Homeland Security. This includes Crisis Decision-making, leadership, CBRN (Chemical, Biological, Radiological, and Nuclear) Defense, and terrorism. I got my start when at the age of 17 I joined the US military. It was during my time in the Army, in Europe, that I was educated on CBRN. When I left the military I moved back to the US and went to college to get a degree in BS, MS and EdD. Due to my family commitment to the area, my choices of college were limited. My first 2 degrees covered evolutionary biology and molecular genetics, my doctorate was on organizational studies/leadership, and my dissertation was on stakes decision making for crisis leadership. I have spent the last 17 years in the department of Pharmacology and Toxicology, first as a staff scientist, and in 2008 as a director. In July 2021 I am to be Vice Chair. The connection with my science background in a medical school makes sense to others, but not until recently did the need for our medical students to learn more about homeland security become common sense. Telehealth, Home health equipment, e-records, and crisis decision-making during Pandemics like COVID19. Now it is clear that people like me (a blending of both science, education, leadership and national security) are needed, but there are not enough of us teaching at the university level. In 2019 I had the good fortune to share my work with the National Security Agency (NSA), Federal Bureau of Investigation (FBI) and their affiliates several times, National Homeland Security and ASIS (International Security) the Congressional Staff leaders of the Armed Forces and House Intelligence committees, and faculty members from some of the top US schools at an NSF Symposium, as well as members of my medical school. Unfortunately with the closing of our businesses I have had to switch to online forums, but I am pleased I still have a method to get the work out to people with a need to know.

I am currently working on a center of excellence at my university that will act as a fusion center (Fusion Centers are state-owned and operated centers that serve as focal points in states and major urban areas for the receipt, analysis, gathering and sharing of threat-related information between State, Local, Tribal and Territorial (SLTT), federal and private sector partners.) because our city (Dayton, OH) does not have one. To date I have InfraGard, DHS, The Dayton Think Tank and various other groups committed to make this happen. Unfortunately movement has been slow for the last couple months due to the focus of all the members on COVID matters.
